Netscape Error

Hi,
I'm using INN 2.3.1-2, which came with Linux Red Hat 7.1.
I'm trying to setup an internal news server.
Using Netscape on the server machine, I get the following error whenever I attempt to view the contents of the news groups, e.g.. Control, Junk, others (created news groups by command ctlinnd, option y);

Netscape: Error
Netscape's network connection was refused by the server. The server may not be accepting connections or may be busy.
Try connecting again later.

Can somebody please guide me to a possible solution,
