Clients for AUTHINFO access/440 error on post

I actually wonder if that's a bug in INN resulting from the fact that
authentication is not discussed in 977 and successor -- perhaps we should
be returning 480 instead.  Russ, thoughts?  (This is line 735 of
nnrpd/commands.c in CURRENT.)
