Hrm.  This is the sort of thing which would be added to the CURRENT branch
(2.4 prerelease), but the perl hooks in there are very different than in
STABLE.  In addition, the readers.conf ssl_required: parameter in
combination with the new readers.conf-based perl hooks pretty much already
provide the functionality you're looking for (although in a slightly
different way).
