Changing the "expire.ctl" didn't seem to work. Would it be safe to
shutdown INN, then delete all the ARTICLE & OVERVIEW directories?

Well, you can shutdown INN, clean them out manually, and it should work
fine.
But by far the easiest way is to add
*:A:0:0:0
to the end of expire.ctl and wait until tomorrow. (The news.daily run
will take care of it, or you can expire manually if you're in a hurry.)
