Need help with some newsfeeds file ME line confustion

Hello,

I am still trying to make sense of the Usenet server that I inherited.  The
ME line from the newsfeeds file is shown below.  Do the explicit exclusions
for !contro,l !control.* , etc. make sense?  If the line starts off with !*
shouldn't that be enough to exclude everything?
