Logging rejected/refused articles, from innxmit

 missing 0 accsize 101632036 rejsize 2770633
 
I seem to have discovered reasons for rejections, but don't quite understand
why many articles were (a) rejected as duplicates, instead of being (b)
refused as duplicates.
