Well, prepending progname before setproctitle was there in FreeBSD4.0
already, in 4.3 was there check for '-' in the begin of fmt.

Also, I'd recomment change TITLEset to:
1. prepend '-' on FreeBSD
- would change the result to "line (nnrpd)" - the suffix (nnrpd) is
always there
2. probably prepend 'nnrpd:' on other systems
- would change the result to "nnrpd: line" for everything.
