INN 2.3 Outgoing feed woes

Hi all:

INN Newbie having major difficulty getting INN to post outside my local
server to the world.  I've read and re-read every bit of documentation I =
can
find and at this point I'm sure I'm overlooking something extremely
simple...so I need to enlist the help of the community.

I'm not getting any discernable error when I try to post.  I can see the
post locally but when I check another (external) news server it's not
getting it.  I'm seeing the server accept the file for posting and I'm
noticing that it's dropping it into a file,
/var/spool/news/outgoing/innfeed.

Logs on (re)start say:

I've even called UUNet to find out if they can see me attempting access =
and they can't, so innfeed is not even attempting connection.
