expire: Can't reserve server

This has happened to me when an expire did not complete properly,
and did not "unreserve" the server.

What does "ctlinnd mode" say?  Or the contents of expire.log?
(You may need to check older expire.log contents, depending on
how long the server has been reserved).

You can "unreserve" the server by using "ctlinnd go" command, but
you still need to know *why* the server cannot be reserved.
