INN throttling problem?

perhaps the permissions of '..' are screwing with you.  look
at the permissions of spool/overview/c/control.cancel.* and
see if they match the news:news user/group ownerships.

i've also had the wierdo permission issues in the past in
scenarios where the underlying filesystem mount directory
has some restrictive modes and where you have the spool or
news partitions overlaid on the screwed up dir.

hmm okay, that seems good.

*scratches head* wth? that means you are dumping any articles that
dont match your storage.conf restrictions and fall thru to that
as a last resort.  i'd say remove that.
