NNRPD fails in daemon mode

I guess my first mail didn't get out... I have a system running
20011101-CURRENT which has been up and working for months. Suddenly
nnrpd running in daemon mode returns a null list to LIST ACTIVE and all
GROUP command fail. If the command is started from the command line it
works just fine.

Since I have been educated in how poorly my tools work at tracing daemon
child processes I don't currently have any quick way to run this down.
Could someone suggest a solution, a possible cause, a better way to
debug?

O/S is Linux 2.4.13-ac5 with a few patches, but the problem seems not
related to this, I did run a stock Redhat kernel briefly as a test.
