Well, judging by the comments in authprogs/radius.c, that is the behavior 
that whoever wrote that code intended.  Which doesn't surprise me, 
actually -- my editor's syntax highlighting even tags it as a comment.

However, we certainly can document it.  I'll go do that in STABLE.

The code in current now uses the conffile parser -- I don't know if that 
has the same problem, or if it handles double-quotes?  Can anybody 
familiar with that (Felicia?  Russ?) chime in?
