Observation using trn-test76 and INN 2.4.0

Some of my users were noticing this too, and I have no idea what's causing
it on the INN side.  INN does have a rewritten overview method, but it
does basically the same thing that the old one did when processing OVER
requests, or so I thought.

If anyone can track down what's taking so long and why it changed, I'd
really appreciate it and will try to fix it.
