I'm afraid that the real answer to your specific question is that the
person who created the Red Hat RPMs is not to my knowledge on this mailing
list, and while we all know a lot about INN, we know much less about the
Red Hat RPMs.  I've never even downloaded it, let alone installed it.  So
I have no idea what it sets up and what it doesn't, and the best advice
that I can give is to try to follow INSTALL while tearing your hair out
trying to find where they scattered INN parts.
