throttle File exists writing SMstore file -- throttling

Greetings listmembers,

I've been dealing with this problem for about a week on a server that's =
not yet in production mode.  So far my searches on the subjects have =
either lead to issues in older versions of INN or to pages not in English =
which I can't read, so any insight on this issue would be greatly =
appreciated.

I'm getting the following error in the news.err file and from any clients =
which attempt to connect to the server:

throttle File exists writing SMstore file -- throttling


If I restart INN, the server will stay up for awhile, however, the next =
transmission of news articles will shutdown the server again.  I've also =
tried running the following:

makehistory -O -x -F

as well as...
