Server Cannot Store Article

What do these error messages mean:

SERVER cant store article: File exists

tradspool: could not open
/export/news/spool/articles/control/cancel/142195844 File exists

My log file is full of these messages and keeps getting messages like
this, it sometimes throttles itself.

I have tried a makehistory -b -F -I -O -- but it didn't seem to help.

any suggestions?
