News Groups are empty

The only lines that interest you in news.notice are the "innd" ones, which 
don't indicate that your upstream has connected at all.  Any article 
offered by your upstream will get a line in ~news/log/news, so check there 
as well.

If you've configured the news crontab properly,  you should be getting 
nightly email reports indicating how many articles are being offered, 
accepted, rejected, etc from each incoming host.
