Well, so altogether your outgoing feed looks like:

  !*,!junk,!control*

In other words, you say "send absolutely no articles to this peer".  
Perhaps you want to change the peer entry to read "*,!junk,!control*" 
instead.

Yeah...I gathered that from the fact that !foo and !collabra-internal
remain in your config.  Those are just examples, you know...if you don't
want to exclude any distributions, then just leave the distribution field
out.
