help needed in posted message administration

sir,
    Iam faced with the following probs any pointers
will be greatly appreciated and obliging

the problem is the articles posted from various users
has to be deleted say immediately i.e it shoud not be
viewable from any reader.

ctlinnd cancle id is working but it keeps on showing
the articles.
Also i manually deleted it from /var/spool/news/
but then also its showing

after manual deletion (rm filename
) if i run news.daily it gives "Unspooling ...
permission denied".

pl can some body help as it is must required from sys
admin view
