add newsgroup

I've seen some situatons where active.times is not getting correctly
updated, and that results in new "stealth" groups getting created 
"invisibly." (and of course, if you do a bulk addition of groups outside
the ctlinnd newgroup functionality, active.times won't know about the
newgroups, and you'll also end up with groups running under the radar)
