Stop INN from logging notices to syslog

That level of detail looks like news.debug, actually.  Which probably 
isn't necessary.

You can, of course, configure your syslogd to discard whatever entries you 
want.  But as noted in the INSTALL file, the normal INN config is to log 
news.crit, news.err, and news.notice to separate files (so they don't 
clutter your regular syslog).  Then the nightly news.daily will have some 
data to generate a report with (it takes care of archiving and then 
deleting the old files).
