innfeed.conf vs incoming.conf

Nope.
incoming.conf is for incoming feeds and it is readed by innd process.
innfeed.conf is for outgoing feeds (only sent by innfeed) and it is readed
by innfeed process.
In short: incoming.conf describes how feeds are accepted, innfeed.conf
describes how feeds are sent.
