Think about your outgoing feeds in terms of who takes articles and who
backlogs. Try not to put a backlogging site on the same innfeed as a
fast site.
If you wind up with a few backlogging innfeeds it will be worthwhile
putting the backlog spools on different drives from history and logging.
In a multi-cpu environment there may also be some things we can do with
expire and expireover to take advantage of extra cpu's. I bet we could
slightly modify expireover to do this without a major code-ectomy.
