Install brokenness

In fiddling about trying to figure out why INN 2.5 wasn't working, I
discovered that if you install an older compile of INN over a newer
version, it doesn't actually replace the binaries.  This is due to the odd
way our installation rules are written, as regular makefile dependencies.
I've been wondering about that for a while, but hadn't actually
encountered a case where it broke something.

Now that I have, I'll try to clean that up, probably by replacing all the
install rules with explicit loops that always install the files, like the
ones used for include files and documentation already.
