news.daily permission problems

Hi
Im having trouble getting news.daily to run successfully. Im running the
version of INN which comes pre-installed with Fedora Core 1. Running the
file results in this error:

sh-2.05b$ /usr/lib/news/bin/news.daily
touch: cannot touch `/var/lib/news/tmp/doex3444': Permission denied
chmod: failed to get attributes of `/var/lib/news/tmp/doex3444': Permission
denied
/usr/lib/news/bin/news.daily: line 225: /var/lib/news/tmp/doex3444:
Permission denied

Ive looked, and the directories upto /var/lib/news/tmp/ are all owned by
news, however the files inside /var/lib/news/tmp/ are owned by root, which
im assuming is whats causing the problem. What would make these files be
created as root? Should I just manually chown them to news or should they be
news automatically to make news.daily work?
