I don't know. On my system (6.5.22) there are no include files having the
string "pam" in the file name or a PAM relevant content. Even after
installing the optional package eoe.sw.pam there are none. But libpam.so is
part of the base system:
$ showfiles -- libpam.so
f 52741 69328 eoe.sw.base usr/lib32/libpam.so
f 47039 73088 eoe.sw64.lib usr/lib64/libpam.so

The library has functions like pam_start, pam_strerror, pam_acct_mgmt and
pam_end. I assume that it is compatible but only the header files are
missing. If someone installs these manually or if they are provided in
additional packages or future versions of IRIX, it'll work. Therefore it
seems to be the best solution to test for the existence of the required
header files and turn HAVE_PAM to 0 if both does not exists.
