Sorry, I wasn't paying enough attention. In fact the
active file has (highmark-lowmark = -1), i.e. the lowmarks
are one number higher than the highmarks.

The server is running a news archive where nothing ever
gets expired except for the occasional manual cancel.
expire.ctl says *:A:never:never:never, so a lowmark of
0000000001 is what I would expect on all newsgroups.
I'll try resetting it manually (while praying) and see.
