INN changing the Initial Time out value

What version of INN are you using - I have 2.3.4 installed, does that make a
difference ?, I would rather not go though the time needed to upgrade, but
if that is what is needed then I will.

Does it matter where in the config the line

initialtimeout:         30

it put ??

Well, I tried this and it worked immediately. No need to restart any
daemons since this configuration is read by nnrpd at the beginning of
each connction.

Did you misspell "initialtimeout" or do you have an unusual setup?
