groups marked as 'j' in active still propagated. Why?

Yeah, the man page implies a contradiction with the code.  I looked at the
code, and it could be made to match the documentation, but it's been this
way since INN 1.0 so I decided to leave the code alone and fix the
documentation.  Those articles will be fed to any site that chooses to
receive *either* that newsgroup *or* the junk group.
