Charset for newsgroups file

Hi,

I wonder what character set should be used in the file newsgroups
containing newsgroup descriptions.  I tried UTF-8, but I didn't find a
single news reader that interpreted that correctly.

Some findings:

- According to RFC 977, NNTP supports only ASCII.

- According to draft-ietf-nntpext-base-24 UTF-8 will be the new
  character set.

- Some groups in the fr. hierarchy contain characters seem to follow
  ISO 8859-1 encoding.

Opinions?

Should I stick to ISO 8859-1 for the time being?
