You can't in INN; you have to install another program to do the pull
portion. The most commonly used programs to do this are suck and newsx.

It means that you have nntpsend configured to send articles to
news.sgn.sbcglobal.net from a feed named "sbc" but you either don't have
any "sbc" feed defined in newsfeeds or you don't call the feed by that
name.
