That error comes about from the call

     IOError("creating overview", 0);

in innd/art.c.  Unfortunately, that error message (complete with odd 
grammatical error) could result from any of a variety of failures.

Are there any error messages in the INN logs (news.crit, news.err, 
news.notice) preceding the time that INN was throttled?  Hopefully 
there will be, and then we'll be able to say more.

If "interrupted system call" is truly the reason for throttling, then 
this is an INN bug.  However, it's possible that that part of the 
message is spurious, and something in the logs will give an alternative 
explanation.
