managing `innd' to read `inn.conf' from an alternative location

        As of inn2-2.4.3+20070806-debian-1, there seems to be no support
        for overriding INN user/group ids.  Moreover, the NEWSUSER
        (NEWSGRP) checks are repeated within the code for quite a few
        times.  Probably, some clean-up needs to be done...
