What do the following commands answer?

    perl -w ~news/bin/filter/cleanfeed
    perl -w ~news/bin/filter/cleanfeed.local
    ctlinnd perl y
    ctlinnd reload filter.perl ''

And after having reloaded filter.perl, what does your news.notice log file say?

Please also be sure that your INN was compiled with the "--with-perl" configure
option!
