Okay, that looks like you don't have syslog set up fully properly. You
seem to be seeing some messages from INN, but not all of them, and not the
errors corresponding to that failure.
There's a section in the INSTALL document about how to set up logging. I
think the next step is to check your configuration against that. It may
be sending the messages somewhere other than /var/log/messages that you're
not seeing.
