enhance checkgroups handling

Do you think something like that could be put into control.ctl?
Or is it better to have the same lines without "/encoding/" in a separate file?
We would then have three files:
* control.ctl
* control.ctl.local for local modifications (read after control.ctl)
* control.ctl.encodings for encodings
It might be too much for control handling, mightn't it?
Any better solutions?
