[INN] #4: Add encoding to checkgroups processing

Do you think it should be put into control.ctl and control.ctl.local
with that syntax?
Or should a third file be used?  (control.ctl.encodings?  which would
allow not to use "/encoding/")


If a control article contains an explicit charset, should it be used
instead of what is specified in this file?
Should another option be added?
    /encoding/:fr.*:iso-8859-15:force
Another better syntax?


Shouldn't we keep the "from"?

    /encoding/:control at usenet-fr.news.eu.org:fr.*:iso-8859-15

It might be useful if there are several senders!
