The files installed by Debian and Ubuntu packages are owned by root, not news.
This means that user news has no write access to configuration files. I'm not
sure whether that's a deliberate decision by the package maintainer or even
some distribution policy.

Anyway, with a fresh installation of inn2 on Debian or Ubuntu you will get
this output:

# /usr/lib/news/bin/inncheck -a -pedantic

I doubt whether it's a good idea to send daily notification
about that.
