Stop refusing articles

INN refuses articles if the message ID is already recorded in the
history file. You can check this with "grephistory".

It is not possible to selectively remove records from the history.
The workaround is to remove the articles from spool via "ctlinnd cancel"
and then rebuild the index with "makehistory -b".
