The diffs - that you're looking at - are the diffs to the meta-files (the
port-building Makefile) and patch files (to configure and endpoint.c).

That URL will not show you all the changes in a release, only the changes
to the FreeBSD patches to that release (and changes to the meta-files
themselves).

When installing a FreeBSD port - the ports system downloads the INN source
code for the given release (e.g. 2.4.5 - as per the Makefile in the port
directory) and then applies any FreeBSD-port-specific patches (which are
what that URL shows changes to - typically in the files/ directory) before
building INN from that newly-patched source.
