Moderated groups and approvals

I'm new to the list and new to inn.  Please forgive the noob-ness of
the query, but I couldn't find something related in the recent archives.

I had to (urgently) upgrade an old news server and move to another 
hostname/IP.  The old server was on Solaris 8 running inn from ~2001.
The new one is on Solaris 10 running inn 2.4.5.  I replaced the old 
binaries and rebuilt the overview and history databases.  innd is 
now running and I can read/post articles.  It receives articles from 
a peer as well.

rec.guns group's moderator is local.  He posts approved articles by
adding the Approved line in the headers and calling inews directly.
This set-up has worked for him w/ the old server for many years.  
With the new server (new hostname/IP) even after setting the right 
NNTPSERVER env variable, he is unable to post approved articles.  He 
gets this error:

  inews: cannot send article to server: 
      441 You are not allowed to approve postings

  (that error is in nnrpd/post.c file)

I can't find anything in the .../news/etc/* files that specifies 
that he is the moderator.  How does one "tell" nnrpd whose approved
articles it is supposed to accept?
