Yup, that sounds great.
The only comment that I have on the announcement is that in the past we
usually listed changes with upgrade significance in both the upgrading
section (if they require manual action) and in the regular summary of
changes section (so that anyone wanting just the change list could read
that section). So things like innbind that are currently only listed in
the upgrading section would have been listed in both, with the upgrading
section concentrating only on what people need to do when upgrading (in
this case, be sure innupgrade runs), and the full details of the change
and motivation would be in the changes section.
I'm not sure if that's really any better than how you did it. I just
thought I'd mention it since I noticed it.
