[INN] #4: Add encoding to checkgroups processing

What do we do for INN 2.5.0?
We currently have the following control.ctl.local file.  Is it planned
to add the /encoding/ parts to control.ctl on ftp.isc.org?

For the release candidate, we could use this file.  But for the final
release, we may change.
