You're right.  Besides, I do not see a call to makehistory in rc.news.
(Nor in the one shipped with Fedora.)

The user wrote:

    modified /etc/rc.news to add "-L 2" to the makehistory invocation,
    and presto, my machine is perfectly useable while makehistory is running.
