It seems that it has always been the case.  RFC 822 (and RFC 1036) already
defined:

     addr-spec   =  local-part "@" domain        ; global address
     local-part  =  word *("." word)             ; uninterpreted
                                                 ; case-preserved
     word        =  atom / quoted-string


With INN 2.4.3, we have:

200 news.ecp.fr InterNetNews server INN 2.4.3 (20050407 prerelease) ready
