The ID 182782 you report was fixed in INN 2.5.0. See the final
comment in:

I see that Gentoo has just packaged INN 2.5.1:

not use to pass libraries to the linker). Fix biff/comsat service test.
Fix doexe error in doinitd. Do not enable libtool (not the upstream
default). Unrestricting tests. Enable parallel make.
That seems good.
However, I do not know why it is said that libtool is enabled by default.
