job running to unthrottle the news server every 5 minutes.  The 
return message is indicating that the reason you give to restart the 
server "no matching group entry in storage.conf storing article -- 
throttling" is *not* the reason that the server is actually throttled.

Please post the output of ~news/bin/innstat so we can see the actual 
reason the server is currently throttled.  (If it was not throttled, 
the return message would be "Already running", not "Wrong reason")

It seems to me a very *bad* idea to attempt to unthrottle the server 
by cron.  The better solution is to fix whatever reason the server is 
throttling in the first place.
