Following a cvs update & make install, the new controlchan stuff got
confused, worse I didn't notice for 8 hours, so errlog was 11MB of:

Use of uninitialized value in concatenation (.) at /news/bin/controlchan
line 55.

Looking at line 54, it looks its supposed to avoid the problem (I had
piles of old cruft lying around in /news/bin/control), but isn't the
test wrong - shouldn't the `and' be an `or':

    next if not /^([a-z\.]+\.pl)$/ or not -f "$inn::controlprogs/$_";
