       param letter value
              Change  the  command-line parameters of the server.
              The combination of defaults make it possible to use
              the text of the Control header directly.  Letter is
              the innd command-line option to set, and  value  is
              the  new  value. 

Does anybody have any idea what that second sentence is doing there?  I 
think it belongs to the previous paragraph (about newgroup), but it's been 
there since the beginning(!) of the isc cvs repository.
