INN 2.5 inet_ntop.c change also needs portable/socket.h changes

STABLE snapshot generation failed.  Last 50 lines of the log file:

lib/inet_ntop.o: In function `test_inet_ntop':
/home/eagle/snapshot/inn-2.5/tests/../lib/inet_ntop.c:57: undefined reference to `socket_set_errno'

All the socket_* goo from portable/socket.h is also needed.
